2.                Rules

2.1.           The race will be governed by the rules as defined in The Racing Rules of Sailing.

2.2.           The following prescriptions of Slovenian Sailing Federation will apply.
- Pravila za odprte razrede regatno-potovalnih jadrnic pri JZS,
- Pravilnik o reklamiranju,

2.3.           If there is a conflict between languages the Slovene text will take precedence.

3.                Advertising
The event is classified as category “C”

4.                Eligibility and entry

4.1.           Diplomatic regatta 2008 is open for all boats from open classes, class J/24, oldtimer and parallel ORC-club.

4.2.           Each boat shall accept minimum number of organizers VIP guests, as it is written in point 5.1. of the
Notice of Race. In case that boat's representative
on the draw does not accept guests, this boat will be disqualified without a hearing and this will not be ground for a request for redress. This changes rules 62.1 and 63.1.

4.3.           All boats registered by the Slovenian Sailing Federtion or any other National Authority can enter the event.

4.4.           ORC-club boats must have a valid ORC certificate for year 2008.

4.5.           Eligible boats may enter by completing the entry form and sending it

no later than Thursday, September 11^th 2008.

4.6.           Late entries will charged with an extra higher late entry fee.

4.7.           The fully completed entry form should be received not later than Saturday September 13^th 2008 until 10:00 in the Diplomatic regatta 2008 tent in Marina Izola.

5.                Classes and Categories

5.1.           Boats will be classified in cruising and racing category. Each category will further be classified into classes according to lenght over all (LOA), displacement and sail area.

5.2.           ORC-club class boats will compete in class based on lenght over all defined in 5.1 of this NOR and in special ORC-club regulation according to their ORC certificate.:

5.3.           The regatta for each class/category is valid, if there are at least two boats in the class/category. In case of a single entry in any class/category, the class will be joined with first higher class.

6.                Entry fee

6.1.           Entry fee is:

6.2.           Boats, which will send their entry form until
Thursday September 11^th 2008 until 18:00 will be charged normal entry fee. Boats registered on September 12^th or 13th 2008 will be charged late
entry fee.

6.3.           Boats accepting more VIP guests as stated in the
 point 5.1 of the Notice of Race will be entitled to
 a diccount of 15 EUR per each additional VIP
guest. Maximum discount is 30 EUR

6.4.           Entry fee include two tickets for gala dinner and party. Additional tickets for crew members only will be avialable at on-site regitrations. Price is 15,00 EUR/ticket.

6.5.           Payments can be made at registration by cash only.

7.                Schedule

7.3.           The scheduled time for the warning signal for the first race is at 12:55

8.                Measurement

8.1.           Each ORC-club boat shall produce a valid measurement certificate before the close of registration on September 13^th 2008 at 10:00.

8.2.           The Organizers may measure or inspect any boat and or her equipment and sails before, during or after the races.

9.                Sailing instructions
The sailing instructions will be available on homepage www.veter-klub.com, and on on-site registration in the Race office.

10.            Venue
Attachment A shows the location of the regatta harbour and racing areas.

11.            The courses
The course shall be Windward – Leeward course with leeward gate and navigation.

12.            Penalty System
Rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.

13.            Scoring

13.1.       The Low Point Scoring System of Appendix A will apply.

13.2.       One race is planned and the regatta is valid, if this race will be finished

14.            radio communication

14.1.       A boat shall neither make radio transmissions while racing nor receive radio communications not avaliable to all boats. This restricitons also applies to mobile telephones.

14.2.       During the starting procedure, in addition to sound and flag signals, the Race Committee may use VHF channel 69 to call out OCS sail numbers or bow numbers. The use of VHF radio communication or failure to do so, by the Race Committee shall not be considered a valid reason for protest or request of redress in any case.

15.            Prizes

15.1.       Prizes will be awarded to:
- first three boats in big regatta category (Maxi, Zero and Alfa),
- first three boats in small regatta category (Bravo - Hotel),
- first three boats in cruisers category,
- first three boats in ORC-club,
- first boat, if there are two boats in the class,
- first two boats, if there are from three to five boats in a class,
- first three boats, if there are six or more boats is a class

15.2.       Prize giving ceremony will take place on gala Diplomatic dinner on Saturday evening.

16.            Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17.            Insurance
Each participating boat shall be insured with valid third-party liability insurance. Proof of insurance shall be provided upon registration.

18.            Other benefits
Berths free of charge will be avialable for all boats, participants of the event, from Friday September 12^th till Sunday September 14^th in Marina Izola. Boats, who would like to take advantage of free berths, shall inform organizers by e-mail or fax untill Thursday September 11^th 2008.
