2.                Pravila

2.1.           Regata bo potekala po pravilih, kot so definirana v Jadralnih regatnih pravilih.

2.2.           Predpisi Jadralne zveze Slovenije ne bodo veljali.

2.3.           Če so med jeziki pomenske razlike, bo odločilno slovensko besedilo.

2.                Rules

2.1.           The race will be governed by the rules as defined in The Racing Rules of Sailing.

2.2.           Prscriptions of Slovenian Sailing Federation will not apply.

2.3.           If there is a conflict between languages the Slovene text will take precedence.

3.                Oglaševanje

3.1.           Velja ISAF Predpis o oglaševanju.

3.2.           Organizator lahko zahteva od tekmovalcev, da izobesijo sponzorsko zastavo in/ali nalepko pokrovitelja regate na obeh straneh premca.

3.                Advertising

3.1.           The ISAF Advertising Code will apply.

3.2.           Organizing authority may ask competitors to display a sponsor flag and/or advertising stickers of the event sponsor on both side of the bow.

4.                Primernost in prijava

4.1.           Diplomatska regata 2010 je odprta za vse jadrnice odprtih razredov in razreda ORC-club.

4.2.           Vsaka jadrnica mora sprejeti minimalno število VIP gostov organizatorja, kot je to določeno v točki 5.1. Razpisa za regato. V kolikor predstavnik jadrnice na žrebu ne bo sprejel gostov, bo le ta jadrnica diskvalificirana brez zaslišanja in to ne bo osnova za zahtevek za nadomestilo. S tem se spremenita pravili 62.1 in 63.1.

4.3.           Pravico nastopanja imajo vse jadrnice, ki so registrirane pri JZS oz. pri kateri koli drugi nacionalni zvezi.

4.4.           Jadrnice razreda ORC-club morajo imeti veljaven ORC certifikat za leto 2010.

4.5.           Primerne jadrnice morajo oddati izpolnjeno prijavnico:

najkasneje do četrtka 9. septembra 2010 do 18:00.

4.6.           Pozne prijave bodo sprejete ob plačilu višje pozne štartnine.

4.7.           Zadnji rok za prijavo ter plačilo štartnine je v soboto 11. septembra 2010 do 10:00 v šotoru Diplomatske regate v Marini Izola.

4.                Eligibility and entry

4.1.           Diplomatic regatta 2010 is open for all boats from open classes and ORC-club.

4.2.           Each boat shall accept minimum number of organizers VIP guests, as it is written in point 5.1. of the
Notice of Race. In case that boat's representative
on the draw does not accept guests, this boat will be disqualified without a hearing and this will not be ground for a request for redress. This changes rules 62.1 and 63.1.

4.3.           All boats registered by the Slovenian Sailing Federtion or any other National Authority can enter the event.

4.4.           ORC-club boats must have a valid ORC certificate for year 2010.

4.5.           Eligible boats may enter by completing the entry form and sending it

4.6.           Late entries will charged with an extra higher late entry fee.

4.7.           The fully completed entry form should be received not later than Saturday September 11^th 2010 until 10:00 in the Diplomatic regatta tent in Marina Izola.

5.                Razredi in njihova razporeditev

5.1.           Jadrnice odpretih razredov bodo glede na njihovo dolžino razvrščene v naslednje razrede.

5.2.           Jadrnice razreda ORC-club bodoglede na svoj ORC certifikat razdeljene v naslednje razrede:

5.3.           Tekmovanje za posamezni razred bo veljavno, če bosta zanj prijavljeni vsaj dve jadrnici. Če bo v posameznem razredu le ena jadrnica, bo le te priključena prvemu višjemu razredu.

5.2.           RC-club class boats will be classified into three ORC classes:

5.3.           The regatta for each class/category is valid, if there are at least two boats in the class/category. In case of a single entry in any class/category, the class will be joined with first higher class.

6.                Štartnina

6.1.           Štartnina znaša

6.2.           Vse jadrnice, ki se prijavijo do četrtka 9. septembra do 18:00 ure, bodo sprejete ob plačilu štartnine, jadrnice, ki se bodo prijavile v petek 10. ali soboto 11. septembra pa bodo sprejete ob plačilu pozne štartnine.

6.3.           Jadrnice, ki bodo sprejele večje število VIP gostov, kot je to navedeno v točki 5.1 Razpisa za regato, bodo imele pri plačilu štartnine popust v višini 15 EUR za vsakega dodatnega povabljenega VIP gosta, vendar največ 30 EUR popusta.

6.4.           V ceno štartnine sta vključena dva bona za gala večerno pogostitev in zabavo. Dodatne bone za večerno pogostitev (za člane posadke) bo možno kupiti ob potrditvi prijave po ceni 15,00 EUR/bon.

6.5.           Plačilo se lahko opravi ob registraciji v gotovini.

6.                Entry fee

6.2.           Boats, which will send their entry form until
Thursday September 9^th 2010 until 18:00 will be charged normal entry fee. Boats registered on Friday September 10^th or Saturday September 11^th 2010 will be charged late entry fee.

6.3.           Boats accepting more VIP guests as stated in the point 5.1 of the Notice of Race will be entitled to a diccount of 15 EUR per each additional VIP guest. Maximum discount is 30 EUR

6.4.           Entry fee include two tickets for gala dinner and party. Additional tickets for crew members only will be avialable at on-site regitrations. Price is 15,00 EUR/ticket.

6.5.           Payments can be made at registration by cash only.

7.3.           The scheduled time for the warning signal for the first race is at 12:55

8.                Meritve

8.1.           Vsaka jadrnica razreda ORC-club mora dostaviti veljaven certifikat o meritvah najkasneje do konca prijav, ki je 11. septembra 2010 ob 10:00.

8.2.           Organizatorji lahko premerijo ali preverijo katerokoli jadrnico in/ali njeno opremo in jadra pred, med ali po regati.

8.                Measurement

8.1.           Each ORC-club boat shall produce a valid measurement certificate before the close of registration on September 11^th 2010 at 10:00.

8.2.           The Organizers may measure or inspect any boat and or her equipment and sails before, during or after the races.

9.                Regatna navodila
Regatna navodila bodo na voljo na spletni strani www.veter-klub.com ter ob potrditvi prijave in plačilu štartnine v regatni pisarni.

9.                Sailing instructIons
The sailing instructions will be available on homepage www.veter-klub.com, and on on-site registration in the Race office.

10.            Kraj prireditve
Na prilogi A je prikazana lokacija regatnega pristanišča in regatnih polj.

10.            Venue
Attachment A shows the location of the regatta harbour and racing areas.

11.            Proge
Uporabljena bo privetrno – zavetrna proga trikotna proga.

11.            The courses
The course shall be Windward – Leeward triangle course.

12.            Sistem kaznovanja
Pravilo 44.1 se spremeni tako, da se kazen z dvema obratoma zamenja s kaznijo enega obrata.

12.            Penalty System
Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.            Točkovanje

13.1.       Predviden je en plov in regata bo veljavna, če bo le ta končan.

13.2.       Izračun korigiranega časa v razredu ORC-Club bo opravljen po sistemu Offshore Performance Line.

13.            Scoring

13.1.       One race is planned and the regatta is valid, if this race will be finished.

13.2.       ORC-Club corrected time will be calculated by Offshore Performance Line System.

14.            radijske zveze

14.1.       Jadrnica med tekmovanjem ne sme oddajati radijskih signalov niti sprejemati nobenih radijskih sporočil, ki niso dosegljiva vsem jadrnicam. Ta omejitev veljat tudi za mobilne telefone.

14.2.       Med štartno proceduro, dodatno k zvočnim in vidnim signalom, lahko regatni odbor uporabi VHF kanal 69 za sporočanje številk na jadru ali premcu jadrnic, ki so bile OCS. Uporaba VHF zveze oz. napaka pri oddaji s strani Regatnega odbora, se ne bo smatrala kot veljaven razlog za protest ali zahtevek za nadomestilo v nobenem primeru.

14.            radio communication

14.1.       A boat shall neither make radio transmissions while racing nor receive radio communications not avaliable to all boats. This restricitons also applies to mobile telephones.

14.2.       During the starting procedure, in addition to sound and flag signals, the Race Committee may use VHF channel 69 to call out OCS sail numbers or bow numbers. The use of VHF radio communication or failure to do so, by the Race Committee shall not be considered a valid reason for protest or request of redress in any case.

15.            Nagrade

15.1.       Nagrajene bodo:
- prve tri jadrnice v konkurenci odprtih razredov,
- prve tri jadrnice v konkurenci ORC-club
- prva jadrnica, če sta prijavljene dve jadrnice v posameznem razredu,
- prvi dve jadrnici, če je prijavljenih od tri do pet jadrnic v posameznem razredu,
- prve tri jadrnice, če je prijavljnih šest ali več jadrnic v posameznem razredu

15.2.       Podelitev nagrad bo v soboto zvečer na gala Diplomatski večerni prireditvi.

15.            Prizes

15.1.       Prizes will be awarded to:
- first three boats in the Open category,
- first three boats in the ORC-club category,
- first boat, if there are two boats in the class,
- first two boats, if there are from three to five boats in a class,
- first three boats, if there are six or more boats is a class

15.2.       Prize giving ceremony will take place on gala Diplomatic dinner on Saturday evening.

16.            Odklonitev odgovornosti
Tekmovalci v celoti sodelujejo na lastno odgovornost. Glej pravilo 4, Odločitev za tekmovanje. Organizator ne prevzema nobene odgovornosti za materialno škodo ali telesne poškodbe ali smrt, ki bi nastali v kakršnikoli zvezi z regato, bodisi pred regato, med njo ali po regati.

16.            Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17.            Zavarovanje
Vsaka sodelujoča jadrnica mora biti obvezno zavarovana za odgovornost do tretjih in za  udeležbo na regatah. Potrdilo o zavarovanju mora biti na vpogled pri prijavi.

17.            Insurance
Each participating boat shall be insured with valid third-party liability insurance and for participating on regattas. Proof of insurance shall be provided upon registration.

18.            Ostale ugodnosti
Vsem jadrnicam, udeleženkam regate, bodo od petka 10. septembra pa do nedelje 12. septembra zagotovljeni brezplačni privezi v Marini v Izoli. Jadrnice, ki želijo izkoristiti brezplačni privez, morajo le to najakasneje do četrtka 9. septembra sporočiti organizatorju po elektronski pošti oz. faksu.

18.            Other benefits
Berths free of charge will be avialable for all boats, participants of the event, from Friday September 10^th till Sunday September 12^th in Marina Izola. Boats, who would like to take advantage of free berths, shall inform organizers by e-mail or fax untill Thursday September 9^th 2010.
