Diplomatska regata 2010

1.                Pravila

1.1.           Regata bo potekala po pravilih, kot so definirana v Jadralnih regatnih pravilih.

1.2.           Predpisi Jadralne zveze Slovenije ne bodo veljali

1.3.           Če so med jeziki pomenske razlike, bo odločilno slovensko besedilo.

1.                Rules

1.1.           The race will be governed by the rules as defined in The Racing Rules of Sailing.

1.2.           Precriptions of Slovenian Sailing Federation will not apply.

1.3.           If there is a conflict between languages the Slovene text will take precedence.

2.                Obvestila tekmovalcem
Obvestila tekmovalcem bodo objavljena na uradni oglasni deski, ki bo postavljena pred šotorom Diplomatske regate.

2.                Notices to competitors
Notices to competitors will be posted on the official notice board located in front of Diplomatic regatta tent.

3.                Spremembe regatnih navodil
Vse spremembe regatnih navodil bodo objavljene pred 10:30 uro v soboto 11. septembra 2010.

3.                Changes to sailing instructions
Any changes to the sailing instructions will be posted before 10:30 on Saturday September 11^th 2010.

4.                Signali na obali

4.1.           Signali na obali bodo izobešeni na signalnem jamboru Marine v Izoli.

4.2.           Kadar je zastava kodeks izobešena na kopnem, se ‘1 minuta’ v regatnem signalu Kodeks zamenja z ‘ne manj kot 30 minut’.

4.3.           Kadar je zastava Y izobešena na kopnem, velja pravilo 40 ves čas dokler so na vodi. S tem se spremeni preambula k 4. delu.

4.                Signals made ashore

4.1.           Signals made ashore will be displayed on the Marina Izola flag pole.

4.2.           When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP

4.3.           When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble.

5.2.           The scheduled time of the warning signal for the first race is at 12:55.

Na prilogi A je prikazana lokacija regatnega polja.

8.                Proga

8.1.           Skica v prilogi B prikazuje progo s približnimi koti med stranicami, zaporedje v katerem je treba iti mimo oznak in stran na kateri je treba pustiti posamezno oznako.

8.2.           Najkasneje ob opozorilnem signalu bo na signalnem čolnu regatnega odbora v stopinjah prikazana približna smer prve stranice.

8.3.           Po pripravljalnem signalu ne bo več sprememb stranic proge. S tem se spremeni pravilo 33.

8.                The course

8.1.           The diagram in Attachment B shows the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

8.2.           No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg.

8.3.           Legs of course will not be changed after the preparatory signal. This changes rule 33.

9.                Oznake

9.1.           Oznake 1, 2 in 3 bodo valjaste oblike oranžne barve z modrim trakom in napisom Diplomatska regata.

9.2.           Štartni in ciljni oznaki bosta čoln regatnega odbora na desni in valjasta oznaka oranžne barve z modrim trakom in napisom Diplomatska regata na levi.

9.                Marks

9.1.           Marks 1, 2 and 3 will be orange oval buoys with blue Diplomatska regata band.

9.2.           The starting and the finishing marks will be RC boat on the starboard end and orange oval buoy with blue Diplomatska regata band at the port end.

10.            Štart

10.1.       Štarti plovov bodo izvedeni po pravilu 26, z opozorilnim signalom, ki bo dan 5 minut pred štartnim signalom.

10.2.       Razreda ORC-Club in Open bosta štartala skupaj.

10.3.       Štartna linija bo med drogom z rumeno zastav in napisom STARt na štartni oznaki na desni in levo štartno oznako.

10.4.       Jadrnica, ki ne štarta v roku 15 minut po štartnem signalu, bo brez zaslišanja dobila točke, kot da ni štartala (DNS). S tem se spremeni pravilo A4.

10.5.       Posamični odpoklici ter jadrnice diskvalificirane po pravilu 30.3 bodo obveščene po VHF kanalu 69 z objavo številke na jadru ali premcu ali imenom. 10.            The start

10.1.       Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal.

10.2.       Classes ORC-Club and Open will start together.

10.3.       The starting line will be between a staff displaying a yellow START flag on the starting mark at the starboard end and the port-end starting mark.

10.4.       A boat starting later than 15 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4.

10.5.       Individual recalls and boats disqualified under rule 30.3 will be announced on the VHF channel 69 using either sail numbers or bow numbers or boat names. This is in addition to and changes rules 29.1 and 30.3. Failure to carry a VHF or failure to complete the transmission clearly shall not be grounds for redress. This changes rule 62.1 (a).

12.            The finish
The finishing line will be between a staff displaying a blue flag on the finishing mark at the starboard end and the port-end finishing mark.

13.            Sistem kaznovanja

13.1.       Pravilo 44.1 se spremeni tako, da se kazen z dvema obratoma zamenja s kaznijo z enim obratom.

13.            Penalty system

13.1.       Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13.2.       A boat that has taken a penalty or retired under rule 44.1 shall complete an acknowledgment form at the race office within the protest time limit.

14.            Predpisani časi

14.1.       Jadrnice, ki ne končajo regate do 17 ure, brez zaslišanja dobijjo točke za 'Ni končala regate' (DNF), razen če izpolnjujejo pogoje iz točke 14.2. S tem so spremenjena pravila 35, A4 in A5.

14.2.       Jadrnice, ki ne bodo končale regate v predpisanem času iz točke 14.1, bodo točkovane glede na uvrstitev pri njihovem zadnjem prehodu med oznako št. 3 in čolnom regatnega odbora. Tako točkovane jadrnice bodo dobile točke za uvrstitev po vseh jadrnicah, ki so regularno končale regato. To določilo ne velja za razred ORC-Club v skupni razvrstitvi.

14.            Time limits

14.1.       Boats failing to finish until 17:00 hour will be scored Did Not Finish without a hearing, unless they can find themselves in paragraph 14.2. This changes rules 35, A4 and A5.

14.2.       Boats, which did not finish the race in time limit from paragraph 14.1, will took the places from their last crossing between the mark no. 3 and the race committee signal vessel. So scored boats will be classified in the order of their last crossing after the last bot regularly finishing. This paragraph is not valid for ORC-Club boats overall.

15.            Protesti in zahtevki za nadomestilo

15.1.       Jadrnica, ki namerava vložiti protest, mora to takoj po prihodu skozi cilj sporočiti Regatnemu odboru na cilju. S tem se dopolni pravilo 61.1.

15.2.       Pristojbina za posamezni protest znaša 100 EUR in bo vrnjena, če bo protest dobljen.

15.3.       Protestni obrazci so na voljo v regatni pisarni. Proteste, zahtevke za nadomestilo ali ponovitev zaslišanja je potrebno oddati v ustreznem času za oddajo protestov.

15.4.       Čas za oddajo protestov je 60 minut po prihodu protestirajoče jadrnice na cilj. Enak čas za oddajo protestov velja za vse proteste s strani regatnega odbora in protestnega odbora, glede incidentov, ki so jih opazili na regatnem polju, ter za zahtevke za nadomestilo..

15.5.       Obvestila bodo objavljena ne kasneje kot 30 minut po izteku časa za oddajo protestov, da bodo tekmovalci obveščeni o zaslišanjih v katerih so sami zainteresirane stranke ali pa navedeni kot priče. 15.6.       Obvestila o protestih s strani regatnega odbora ali protestnega odbora bodo objavljena, da bodo jadrnice obveščene po pravilu 61.1(b).

15.7.       Kršitve navodil 13.2, 18., 19, 21, 22, 23, 24.1, 25 in 27 niso osnova za protest s strani jadrnice. S tem se spremeni pravilo 60.1(a). Če protestni odbor tako sklene, so kazni za te kršitve lahko manjše od diskvalifikacije.

15.8.       Prošnjo za ponovitev zaslišanja je potrebno oddati najkasneje 30 minut po tem, ko je bila stranka, ki prosi za ponovitev, obveščena o sklepu.
S tem se spremeni pravilo 66.

15.9.       Zahtevek za nadomestilo, osnovan na sklepu protestnega odbora je potrebno oddati ne kasneje kot 30 minut po objavi sklepa. To spremeni pravilo 62.2.

15.            Protests and requests for redress

15.1.       A boat, that intends to lodge a protest, shall report this to the Race Committee on the Finishing line, after finishing. This is added to rule 61.1.

15.2.       Protest fee for a single protest is 100 EUR and will be returned if the protest will be solved in your advantage.

15.3.       Protest forms are available at the Race Office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.

15.4.       The protest time limit is 60 minutes after the protesting boat has finished. The same time limit applies to protests by the race committee and protest committee about incidents they observe in the racing area and to requests for redress.

15.5.       Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room, beginning at the time posted on the notice board.

15.6.       Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b).

15.7.       Breaches of instructions 13.2, 18, 19, 21, 22, 23, 24.1, 25 and 27, will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides.

15.8.       A request for reopening a hearing shall be delivered no later than 30 minutes after the requesting party was informed of the decision.
This changes rule 66.

15.9.       A request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

16.            Točkovanje

16.1.       Predvideni je en plov in regata bo veljavna, če bo le ta izpeljan.

16.2.       Izračun korigiranega časa v razredu ORC-Club bo opravljen po sistemu Offshore Performance Line.

16.            Scoring

16.1.       One race is planned and required to be completed to constitute a series.

16.2.       ORC-Club corrected time will be calculated by Offshore Performance Line System

17.            Varnostni ukrep
Jadrnica, ki je odstopila od plova, mora o tem čim prej obvestiti regatni obor.

17.            Safety regulation
A boat that retires from a race shall notify the race committee as soon as possible.

18.            Zamenjava posadke ali opreme

18.1.       Zamenjava tekmovalcev ne bo dovoljena brez predhodnega pisnega soglasja regatnega odbora.

18.2.       Zamenjava poškodovane ali izgubljene opreme ne bo dovoljena, razen če jo odobri regatni odbor. Odbor je treba prositi za dovoljenje ob prvi sprejemljivi priložnosti.

18.            Replacement of crew or equipment

18.1.       Substitution of competitors will not be allowed without prior written approval of the Race Committee.

18.2.       Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

19.            Preverjanje opreme in meritev
Skladnost jadrnice ali opreme pravilom razreda in regatnim navodilom se lahko preveri kadarkoli. Na vodi lahko merilec regatnega odbora jadrnici naroči, naj nemudoma odjadra na označeno območje kjer bo pregledana.

19.            Equipment and measurement checks
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.

21.            Spremljevalni čolni
Vodje ekip, trenerji in ostalo spremstvo morajo ostati izven območja, kjer jadrnice tekmujejo, vse od pripravljalnega signala, pa dokler ne končajo plova vse jadrnice, oz. regatni odbor ne signalizira odloženega plova, splošnega odpoklica, ali razveljavitve plova.

21.            Support boats
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal until all boats have finished or the race committee signals a postponement, general recall or abandonment.

22.            Omejitve izvleka na suho
Jadrnice se med regato ne smejo izvleči na suho, razen v skladu s pogoji, navedenimi v predhodnem pisnem dovoljenju, ki ji ga je dal regatni odbor.

22.            Haul-out restrictions
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

23.            Potapljaška oprema in plastični bazeni
Aparature za podvodno dihanje, plastični bazeni ali njihovi ustrezni nadomestki ne smejo biti uporabljeni v okolici jadrnice s fiksno kobilico od pripravljalnega signala prvega plova pa do konca regate.

23.            Diving equipment and plastic pools
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the reparatory signal of the first race and the end of regatta.

24.            radijske zveze

24.1.       Jadrnica med tekmovanjem ne sme oddajati radijskih signalov niti sprejemati nobenih radijskih sporočil, ki niso dosegljiva vsem jadrnicam. Ta omejitev veljat tudi za mobilne telefone.

24.2.       Med štartno proceduro, dodatno k zvočnim in vidnim signalom, lahko regatni odbor uporabi VHF kanal 69 za sporočanje številk na jadru ali premcu jadrnic, ki so bile OCS. Uporaba VHF zveze oz. napaka pri oddaji s strani Regatnega odbora, se ne bo smatrala kot veljaven razlog za protest ali zahtevek za nadomestilo v nobenem primeru.

24.            radio communication

24.1.       A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

24.2.       During the starting procedure, in addition to sound and flag signals, the Race Committee may use VHF channel 69 to call out OCS sail numbers or bow numbers. The use of VHF radio communication or failure to do so, by the Race Committee shall not be considered a valid reason for protest or request of redress in any case.

25.    Nagrade

25.1.       Nagrajene bodo:
- prve tri jadrnice v konkurenci odprtih razredov,
- prve tri jadrnice v konkurenci ORC-Club,
- prva jadrnica, če sta prijavljeni dve jadrnice v razredu,
- prvi dve jadrnici, če je prijavljenih od tri do pet jadrnic v razredu,
- prve tri jadrnice, če je prijavljenih šest ali več jadrnic v razredu.

25.2.       Podelitev nagrad bo v soboto zvečer na gala Diplomatski večerni prireditvi.

25.            Prizes).

25.1.       Prizes will be awarded to:
- first three boats in the Open category,
- first three boat in the ORC-Club category,
- first boat, if there are two boats in the class,
- first two boats, if there are from three to five boats in the class,
- first three boats, if there are six or more boats is the class.

25.2.       Prize giving ceremony will take place on gala Diplomatic dinner on Saturday evening.

26.            Odklonitev odgovornosti
Tekmovalci v celoti sodelujejo na lastno odgovornost. Glej pravilo 4, Odločitev za tekmovanje. Organizator ne prevzema nobene odgovornosti za materialno škodo ali telesne poškodbe ali smrt, ki bi nastali v kakršnikoli zvezi z regato, bodisi pred regato, med njo ali po regati.

26.            Disclaimer of liability
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

27.            Zavarovanje
Vsaka sodelujoča jadrnica mora biti obvezno zavarovana za odgovornost do tretjih. Potrdilo o zavarovanju mora biti na vpogled pri prijavi.

27.            Insurance
Each participating boat shall be insured with valid third-party liability insurance. Proof of insurance shall be provided upon registration.
